The Gross Reservoir expansion timeline began in the early 2000s, when Denver Water started environmental studies and sought long-term permits for the project. In 2021, a settlement agreement with Boulder County allowed construction to move forward. By April 2022, work officially began to raise the dam by 131 feet, nearly tripling the reservoir’s storage capacity. The first major construction phase was completed in 2024, marking a significant milestone. In early 2025, legal challenges temporarily paused operations, but the project soon resumed after the injunction was lifted. The Gross Reservoir expansion is expected to be fully completed by 2027.
